User Options - URL not found

Umm, when I click on "Administrative Options: User Options" in the profile view, I get an URL not found.
The first URL below is leading to the login page, the second URL is from after I've logged into the Admin panel. The left frame loads alright, but the main view displays an URL not found.
The only strange thing I can see is the "%26" in the URL's. Is that supposed to be there?

    I'm running vB rc3

Oh, I've protected the admin dir through .htaccess.
Once I'm logged in, the user options thing works fine. But as long as I'm not logged in, it produces an URL not found

The first URL (after the .htaccess login and before vB login)
    http://www.paysforum.com/forums/admin/index.php?loc=user.php?%26action=edit%26userid=57
The second URL (after vB login)
    http://www.paysforum.com/forums/admin/index.php?loc=user.php%26action=edit%26userid=57&s=95f42601af636f3021e3842563ea49f4

          Confirmed

I can confirm that this happens in both RC3 and 2.0 shipping.

Sounds to me like a permissions issue with your .htaccess and the site being in frames. Especially since you said it works fine after you log in to the restricted area.

                    Either...

                    1. Remove the frames.

                    2. Remove the .htaccess file.

                    3. Launch the link in another window.
